http://www.noronhaadvogados.com.brDr. Durval de Noronha Goyos (55), member of the Brazilian and Portuguese Bars; admitted in England as a solicitor of the Supreme Court of England and Wales; senior partner of Noronha-Advogados (founded in 1978), a law firm based in São Paulo, Brazil, with other offices in Brasília, Curitiba, Porto Alegre and Rio de Janeiro, Brazil; Lisbon, Portugal; Los Angeles and Miami, USA; Buenos Aires, Argentina; London, United Kingdom and Shanghai, China. He graduated from Wm. Hall High School, in West Hartford, Conn., USA, in 1969 as an AFS scholar to join the law school of the Catholic University in São Paulo, Brazil, graduating in January of l975, followed by post-graduate courses, including a programme on Constitutional Law, at Hastings College of Law (University of California), in San Francisco, USA and revalidation of diploma at the University of Lisbon, Portugal. Dr. Noronha was an "ad-hoc" Brazilian government representative for the Uruguay Round of the GATT in 1992 and 1993 and the President of the Brazilian Bar's commission on the GATT. Dr. Noronha is presently an arbitrator for the World Trade Organisation (WTO), based in Geneva, Switzerland, having previously been an Arbitrator for the General Agreements on Tariffs and Trade (GATT). Dr. Noronha also was appointed an Arbitration of the China International Economic and Trade Arbitration Commission (CIETAC). He is a member of the International Commission of the Law Society of England and Wales. He was the Brazilian Bar's chief negotiator for the agreements on the legal professions within MERCOSUL and is the correspondent in Brazil of the publications "International Trade Law and Regulation", Oxford; "World Markets Research Centre", London, U.K.; "Trade Practices Law Journal", Sydney, Australia; and a member of the editorial board of the publication "International Trade Reports", Cambridge, U.K. Dr. Noronha is the author of several books on trade finance and international law including "GATT, MERCOSUL & NAFTA"; "THE WTO AND THE URUGUAY ROUND TREATIES"; "THE LAW OF INTERNATIONAL TRADE"; "ESSAYS ON INTERNATIONAL LAW"; "CHINA POST-WTO: LAW AND TRADE"; "TREATISE ON COMMERCIAL DEFENSE: ANTIDUMPING, COUNTERVAILING AND SAFEGUARDS", "THE NEW PUBLIC INTERNATIONAL LAW" and the "NORONHA ANGLO-PORTUGUESE LEGAL DICTIONARY", published by Observador Legal Editora; "ARBITRATION IN THE WORLD TRADE ORGANIZATION", published by Legal Observer Inc.; "FOREIGN EXCHANGE HANDBOOK", Euromoney Publications (co-author); and "LEGAL ASPECTS OF DOING BUSINESS IN LATIN AMERICA", Kluwer (co-author). His books and articles published in six continents have been adopted as texts by law schools in several countries. Dr. Noronha is a member of the American Bar Association; Mercosul Association for the Rule of Law in International Relations (Chairman); Associazione Giuristi di Lingua Italiana; Association of Fellows and Legal Scholars of the Center for International Legal Studies, Vienna, Austria; Association Internationale des Avocats (member National Executive Committee); the Latin-American Society of Labour Law and Regional Integration (counselor); the Florida Bar (Consultant in Brazilian and Portuguese law); and the California Bar (Consultant in Brazilian Law). He is a professor of International Trade Law for the post graduation programme of the Candido Mendes Law School in Rio de Janeiro; and visiting researcher of the Universities of London and South Africa. Dr. Noronha was a consultant of the North-South Centre of the University of Miami for questions on the FTAA and a professor or lecturer of post-graduate programmes in the following institutions: Wits University; UNISA and University of Cape Town (South Africa), University of Southern California; University of Miami and Duke University (USA); the Institute of International Trade, Jawaharlal Nehru University, and International Management Institute (India); the University of Lisbon (Portugal); the University of the 3rd February (Argentina); the Faculty of Law at the Institute of International Trade (Shanghai, China); Central University and Tsinghua University (Beijing, China); and UFMG, UFRGS, FGVRJ and the College of Naval War (Brazil). He works in Portuguese, English, Italian and Spanish.
